My understanding is that you can only have your shop open if inmates work there. However, if I do this, other working inmates won't buy stuff, since they are busy, correct? If I'm correct, how will my shop ever turn a profit?

I made max-sec work a different shift from medium and min sec and that seems to have worked.
You’ll have to pretty much mix 2 sectors together (preferably minimum and Medium.
Then alter their regime so that Min sec has work time while Medium have free time and vice versa so both get a chance to buy stuff.
