how do i mod ck2

i want to mod ck2 but when i look for the mod folder it is not there

mod folder in game installation is not used.
used one in documents/paradox interactive

additionaly use manual download, not steam installation. download from dropbox and copy the unziped content to mod directory in documents/paradox interactive/
