I want to play with Two Sicilies, but I've realized that it's much more complicated to remove traditionalism from the economic laws now. Not even the Corn Laws are useful, since they'll give me market liberalism in the petty bourgeoisie instead of the landowners.

How do I do it now? How can I do it as quickly as possible?

Law Commitment treaty. You can get Interventionism/Laissez-Faire from France/Britain, or Romanticism from Russia. Romanticism is the most reliable since you can slot in the Rural Folk on progress ticks to get extra success chance.
