You can use some of the user defined tags, U00-U19. The procedure is the same as for EU2. Search for the tag in config\text.csv, change "user defined" to the name you want. Id also recommend you have a look at the tag in db\dountry.csv, you might wanna change some info there, but its not necessary for the tag to work.
To have a splintered USSR you must either make a scenario where it starts splintered, or make an event that splits it.
See Havards site for info on making a new scenario, the procedure is basically the same as for EU2.
To add an event that splits up the USSR I would recommend something along these lines:
Define all the tags you need in config\text.csv, please note that many tags that could be considered component parts of the USSR are already defined, like Russia and Ukraine.
Make a new entry for each tag in db\revolt.txt, dont list the same province under more than one tag.
The splinter event itself should be for country = SOV and contain the independence command for all splinter states, except Russia. As the final command, i`d recommend country which = RUS, which means thats whats left of SOV becomes Russia.
One idea could be to have the bitter peace event trigger the above event.
