Yes it works. You just need a method of contacting other players in real-time while V-Net is down. Messengers are best for this and ICQ seems the most popular. Get yourself a good client like Trillian (which supports several messenger protocols like MSN, Yahoo and ICQ) and go through the player list adding contacts in your time zone. Then you can see who's online and chat to them about starting a game.
