What file do you go into and what do you modify to annex major powers? I'm playing the IGC 1.8. For example I'm Austria and I want to annex Hungary's capital,Magyar.

Is Hungary actually a major? They won't be unless you modified the IGC to make them so.

... and you can't just demand capital in peace agreement. You can get capital only if you control every province Hungary has. Settle for some other province...
I thought Hungary couldn't be annexed because they had a gold-framed shield. And also because I couldn't vassalize them.
We're back to, why did you make them a major at the start of the game if you wanted to annex them ?
You just created a lot of extra work for you to edit it back now =)
