In this version there is a problem with the desktop shortcut. If you haven't installed to the default HoI2 folder, you need to edit the shortcut to point to the right folder. You also have to have installed CORE to a valid 1.3b HoI2 installation, since it is not a stand-alone product.

AH.. noticed it too.. I installed my HOI2 to F: drive.. and shortcut had C: drive as default.. only had to swithc those and now its running perfectly!
