How Does One Edit Building Stats?

I'd like to fiddle with the radii of various effects from service buildings but the asset editor does not seem to have the ability to do so. I know there are custom assets with modified service radii so it has to be possible. What tool are people using to edit this and similar properties?

In the properties window in the bottom right, the service radius should be listed.
