Before starting one it is always advised to search for the topic. If you can't find it you'll be prompted to create a new page -- click on red link of the search term.

Try to follow the style guidelines as much as possible (link should be on sidebar).

Sure.
You need to edit at least once (can be any PDX wiki) so you'll show up on the list for me to approve.

I would also like to be able to contribute to the Victoria 2 wiki. Could I be added as a user?
