In my zoroastrian persia game I have just converted my empire to imperial government and i can't give out viceroyalties at all. In fact all of my vassals are still feudal. When I made a new duchy i couldn't give it away as a viceroyalty and when i gave it away normally it went feudal. How do I use this government is there something I'm missing or is it just broken?
 
First thing, checksum?

There's no viceroyalty in imperial government. You hand out duchies normally, but once the duchy is inherited you are prompted whether you approve of the heir, or do you want it given to someone else. You can also make duchy title inheritable. That will cause the vassal to turn feudal, and you will not be prompted about the heir.

I'll look into the rest of your question (vassals staying feudal) once you give me your ingame checksum.
 
The checksum is EDOM just like its supposed to be, and to be clear there is no way to hand out kingdom titles in imperial government? I have one family I wanted to reward by giving them a kingdom title but I can't.

There's a special law that allows creation of kingdom titles for you and your vassals.
 
You can't hand out kingdom titles to vassals of a different government type, IIRC. Which is why this is pretty annoying to me as well- and I'm often getting vassals that were Imperial becoming Feudal.

What do you mean by this? First off, at the beginning as Byzantium, I inherited the duchies directly instead of being prompted to approve of an heir. Then, when I landed the duchies because I didn't want to constantly keep handing them out they stayed with the imperial form of government.

I mean there are no Viceroyal duchies or kingdoms in CK2+
You can only inherit them if you inherit the regular way (being the liege, and the current owner's line has died out).
That's probably what happened to you.
