I don't have played much yet, but how make special unit such as rangers or other special units, what i see on ai. If i see USA got rangers and save and take thath country but still no clue how make em? Do they come by time or what?

There's an event called "Elite Units" for all major powers.
It usually appears between 1936 and 1939.
If you click yes, you get some elite divisions once a year or so.
The cost is some amount of supplies usually, IIRC.
AFAIK there are some SS divisions for Germany, Rangers for USA, Guards for USSR, Camicie Neri for italy, Legion Etrangere for France, and also units for UK, Japan and Spain. Quiet cheap free units, I'd say.
For Germany there's also the Plan Z event, which gives them free ships.
Both are overpowered, I think, should ask for extra supplies upon deliverance.
