I want to make some buildings that affect the province where they are present.

I tried adding the modifiers in question to the buildings themselves, in many ways, some even show on tooltip but still has no effect, I learned these modifiers can only by added on province modifiers, seemly by events or static modifiers.

What is a performance friendly way to do that?

Also there is a way to make a modifier that use a variable or something instead of creating a ton of modifiers that are variations of each other with slightly increasing effects?
 
You can make an event that adds the province modifier when the province has the building, and limit it so it only fires if the province does not already have the modifier, to make sure it goes only once.

From what I've seen from many mods, there isn't a way to have a variable like what you described, so you would have to create incremental modifiers.
