How to add a new Area/Region

I'am want add some new areas for my mod, but I can't find a file to do so.
All I find ist the world_names.csv, and there are listed all the areacodes plus the textdiscriptions.
When I add a new entry for a new area, the area then not exists in game, the provinces I giv this area are in grey color and no areaname is show up.

So is it possible to add some new areas or is it hardcoded stuff ?

If you look at worldnames.csv and also at extra_text.csv you can see that you have to add the name of a newly added region/area. If it isn't hard-coded then this might be enough.
