How to attach countries to provinces

I am learning the scenario editor, but I do not know how to attach countries to provinces. How should it be done?

EDIT: I should mention that the scenario editor is not very useful, so hardly anyone uses it. All data is in text files, so it's fairly easy to just edit it in Notepad.
