How to build Basements

I can't figure out how to build the Basements building for societies in the game (New Alliances DLC).

I have researched/unlocked the necessary technology (I think it's called Basements and research labs), but when I click on a building slot of a society Basements does not appear in the list of available buildings (the Research lab does). Sometimes societies request the Basements to be built, and if I can't complete it I will suffer reputation damage.

I could not find any info about this on the internet either.

Is this a bug, or is there some other prerequirement to build Basements?

I couldn't find anything on this anywhere. Can we get your save game so we can look into it directly?

Well, never mind. I reloaded the game and now I can see the Basements building in the list. Problem solved.
