I have a city of 62k people and it's started to become a bit boring, seeing the same buildings all the time.
I haven't got any assets and I have no idea how to get any and make them playable.

Could someone please explain me what assets and mods are used like?
 
You subscribe to them in Steam Workshop. For example, let's take this power plant or the Improved Public Transport mod.

Steam automatically downloads the workshop item for you. Then you can enable it in the content manager of the game.

Then open your city. How to use the workshop item depends on the type of it. For example you would find the power plant in your electricity menu. Residential/Commercial/Industrial buildings from the workshop will spawn like the default buildings. Mods do many things, some add new user interfaces to the game, others do stuff silently in the background. Always read the mod description to find out how it works!

How can I create my own (I am a CAD designer)?
I see screenshots of other players with cities full of skyscrapers.
I have a city with 62k people and it still looks like London in the early 1900s.
Is skyscrapers another mod?
 
You can find buildings, mods and themes here: https://steamcommunity.com/app/255710/workshop/

Basically you just press "subscribe" to the buildings and mods you want and they will automatically be added to the game. If you add a mod, you'll have to enable it in the content manager in-game.

If you want to create your own assets there are a couple of good guides out there.

If you watch all episodes from templeofdoom, you'll get a pretty good idea of how to create 3d-models in Blender, LODs, textures etc.

But yeah, there are a bunch of other tutorials out there to help you get started and you can get most questions you'll have along the way answered by posting on this forum or the CitiesSkylinesModding on reddit.
And if you don't want to post all the questions on forums I do think many modders out there can help you directly by adding them to steam.

Also, on a sidenote...
I don't think it's possible to create game-ready assets in CAD programs like IronCad.
So I'd recommend you try to get familiar in 3DS-max, Blender or something similar.
I'm personally using SketchUp to create the structure of the 3d-model. But because SketchUp isn't optimal to creat assets for games, I later have to import my 3d-model to Blender to "clean" it up and later UV-map it.
