How to create Nuclear Warheads

I have run through two games with the Atomic Ambitions expansion and in neither was I able to build a nuke, I have the enrichment plant, the weapons facility, uranium and a nuclear plant but I cant find anywhere to actually build a bomb, same with the AI both games the manhatten project was completed, bomb successfully tested and the defcon system goes up and down based on war but no actual bombs in the game. What am I missing? Thanks

"Bombs" are Warheads, they are a currency that shows up next to your money. If you don't have any, make sure you actually have pops working the required improvements, and they have access to the resources they need (they're not being used by something else).
