Use the 'dragon egg' ambition.
Get a dragon egg.
Travel to sites of dragon lore
Attempt to hatch the dragon.
Attempt to tame the dragon when it matures
Or
Go to a province that has a wild dragon
Attempt to tame it.
If you are not Valyrian or possess certain traits both routes will be pretty difficult and you'll probably die a lot.
Being High Valyrian gives you bonuses (especially if from House Targaryen). If memory serves, you also get a smaller bonus to your chances if from other Valyrian cultures. It's just more difficult.
To get a dragon there are a couple of ways, colonsie Summerhall or North Valyria and you can get a random event in which you find a dragon egg. If you have the ambition then you can get a rare event to buy a draon egg for around 800 gold. You can go and tame an existing wild dragon.
Here are all the factors that affect your chances of taming a dragon.
Factors of you:

* Being Authoritative - *2
* Being Strong - *2
* Being Brave - *2
* Being a Genius - *3

* Being an abomination of incest and a valyrian culture - *5

* Being a worshipper of the Valyrian Religion - *5

These number are multiplied against one and each other to give you the chance of taming the dragon. So a big number increases your chance whilst a small one decreases it.
Example 1: A Genius Targaryen born from incest who worships the valyrian religion would have - 1 (Base) * 3 (Genius) * 5 (targaryen born from incest) * 2.5 (Targaryen) * 6 (High Valyrian) * 5 (Valyrian Culture Group) * 5 (Valyrian Religion) = 5625
Example 2: Robb Stark at the beginning of ACOCK - 1 (Base) * 2 (Authoritative) * 2 (Brave) = 6

Simply enter the command "add_trait dragon_rider" to the console and the event will automaticly triggered.

Have a dragon egg, not be a dragon rider and travel to the province (IE, lead an army there.)
Even with the dragon intel if you're not a Targ or High Valerion you're going to fail 99% of the time.
I was west valyrian rhllor. I tried hatching with only 2-4 intel and it was failing all the time. Reloaded, got 5 intel and then tried, worked like a charm.
The places you go for dragon intel: Old volantis, Ghis (forget the province, but it's one of the ruins on the mainland across from ghis) summerhall, dragonstone, oldtown (biggest modifier for success!) kings landing and the something sea (the sea right in the middle of valyria (very dangerous, this is the one i didn't get)
