How to edit a province's IC/Resources?

Apoligies if this has been asked before, but how do I edit the values of a province's IC/resources? I've tried editing the one I'd like(in this case ID 19, London) in the provinces.csv file, and it seems to work partially, but it crashes my game as soon as any time passes.

Am I doing something incorrect?

How did you exactly edit the province file ?
And what did you exactly change ?

I do edit this file...using Open Office Calc...and never had problems...

For changing the ic of London try editing the scenario files. Resources however should really be changed via provinces.csv.
