How to edit GDE?

Yeah so just a quick question, is it possible to edit GDE from the save file or other files? I'm looking to play a game with the Soviets in which I attack Germany when they attack France. Then I'd like to build up for a year or two and wage ware against the Allies but wouldn't want to be stuck at something like 0.2-0.4 GDE.

No one knows or just not possible? To make sure everyone knows what it means GDE is ''Ground defence efficiency''.

I believe the soviets get extra GDE from events, u could open the F12 and trigger them manually.
It's gearing up for war and/or great patriotic war.
I never play the Russians so don't know exactly which event or any restrictions.
