Ive been trying to find Germany's USSR relations in my save game but cant seem to find it Ive typed everything i can think of to try and locate the relation but i cant find it.

First find the country you want, then from that point look for "diplomacy" (it's closer to the end of the section of a single country rather than the beginning).
diplomacy = {
relation = { tag = FRA value = 50.0039 trade = yes }
relation = { tag = ...}
...
}

I changed relation = { tag = SOV value = -68.6000 } under tag GER to = { tag = SOV value = 50 } but it didn't work.

Try doing the same for GER under SOV tag.

Any chance of changing the engine so only one is required? A bit annoying sometimes when creating .incs by hand to have to write relation = { tag = <> value = <> } in both files if I'm doing countries over multiple sessions and don't remember what I wrote for the value in the other country, requires so many tab switching in N++.

Just a small note, it's not that hard, but...it'd be nice.
