How to get an RC Generator?

I'm playing a game with China as a sponsor. One of the sponsor perks says that I can get RC Generators (rover acts as a solar panel) instead of RC Commanders, but I don't see any way to actually get these - I don't start with any, I can't request any from Earth, and even after researching rover printing, constructing an RC Generator is not an option.

Is this perk working?

I'm not using any mods.

Perhaps it's relevant that I started this game without the new DLC; starting a new one now (with the DLC), I see that the RC Generator option is indeed available in the initial loadout (and presumably other parts of the game).

This seems typical. When the large water tank and large storages came out, they did not appear in existing games either, you had to start a new game.

I didn't think RC Generator was part of the DLC, but I could be wrong.

In any event, the game clearly recognizes their existence, because I have a couple of Planetary Anomalies that require one - I just can't acquire any myself.

The unique vehicles and buildings are part of the paid "Space Race" DLC.
