What do I do next after download? And where to download?

Download it to your harddrive. Then click on the file and follow the instructions.

Then save the patch to that location.
Then run the patch from that location.

When I try and run the patch it tells me no Hoi2 found. I ran the game and noticed that reorganizing air units is still difficult.

Reinstall the game,Try the default drive and path, then the 1.2 patch, obviously if the patch program did not find HOI2 then it did not apply the patch.
