How to install 1.3B

I just downloaded 1.3b, extracted with WinRAR. A new folder appeared which contains the following folders: ai, db, gfx, and scenarios.

So do I just replace all the folders in the HOI main folder with the folders from the 1.3b update? Or is there something else?

On an unrelated note. When I downloaded the 1.3A update, do I also need to download 1.1 and 1.2 or is 1.3A alone good?
