If you're EU2.exe is located in C:\Europa Universalis 2\ then the Target field should look like this:
"C:\Europa Universalis 2\eu2.exe" Abe

If you want to, you can make the rar file into a self extracting file that creates everything necessary to play it as a moddir, inlcuding the shortcut on the desktop. I did that with the IES.
