I found that as my territory expanded my income went negative. Main drag was from forts and admirals and salaries. Please share some tips to make this positive. I could not find a button to remove admirals (only change them).
 
You do not need two fleets at the beginning, merge them and you will not need to pay a second admiral’s salary.

You can destroy forts by right clicking on the building in the territory menu. Just make sure you keep your capital and borders protected.

Make sure that you have all your trade routes active. Use the trade routes map and look for any green province. If any, select them and choose import goods for the province, each one will earn you money.

Another tip is to choose export bonus on the economy menu. The 20% increase on export trade value is far better than 2 import routes.

Finally, invest in farms and specially mines to increase your surplus of trade goods to export them. Also found many cities for the second trade good and the increased ratio of citizens and nobles that create trade routes.

If you aren't at war with someone with fleets and don't have them out pirate-busting, put down naval maintenance, as those are the only two roles for navies.

How to do pirate busting?
There are a number of ports in the game that have a pirate flag on them (they're visible on the "Barbarians" mapmode). They'll send out raiding parties from there, and while you can't use fleets to destroy the ports (that requires armies and a specific law implemented), you can ruin their fleets when they launch. If your fleet is composed of higher-tier ships and is in good shape, you can place them in straits (such as between the heel of Italy and Greece) and smash pirate fleets as they try to go by. All in all, it's not a bad way to get more ships (just remember to repair your boats and split off the low-tier ships you capture).
