How to make a cadet branch?

Ive played about 200 years as the Targs from the conquest bookmark and my current monarchs fourth cousin thrice removed or somesuch has the county of Bramsfort. He has no claim on the throne what so ever and I feel like the proper thing to do is to give them a house of their own instead of them continuing on being Targaryens.

What files do I have to change in order to change their name and coat of arms?

You could switch to that character and do <event cadet.2> to pull up the different cadet branches of house targaryan and choose one to your liking
