Certain alliances are not allowed (via diplomacy) e.g.

Albania joining any of the three big alliances
Siam joining the Allies
USA joining the Comintern

Which file determines this? I'd like to use that in a mod where I want to make a German-Italian alliance impossible (for example) without turning Italy into a communist state or so.
 
Im not sure how to completly turn off the option, but i think you can make changes to the ai files so the computer wouldn't accept or request alliance even if he had 200+ relations with a nation.
Altough this would just be a workaround. I'm also interested in doing something like this so if i run into any new discoveries i'l report here.
 
I am not quite sure the way to do this yet, but I have been looking at AI files and don't see a way there either yet.
 
I have a Minimod for myself, and since I don't like Nationalist Spain joining Axis (or Japan for that matter as they didn't attack the SU), so I wrote 2 events for each country. The first reduces the relations to +100 if they're +101 or higher (checked about every week), the second breaking the alliance if they're in the axis, but not puppeted (as it might happen with Spain). As small compensation for the inconvenience Germany gets a free infantry division after the start of Barbarossa (Division Azul), and Japan and Germany share ~2 blueprints per year (persistent event, fires steal_tech every 9 days with 5% chance).

The Japan restriction is lifted after Bitter Peace, the Spain restriction is lifted after London falls - which in turn is also possible only after Bitter Peace, since otherwise England gets a HUGE army and a huge depot of supplies and fuel in London for free, that would sweep away every invasion.
