How to make English Super Monarchs?

Can I edit the monarch files for
Henry VIII, Edward, Mary and Elizabeth to make
them stronger. Henry and Elizabeth being maxed out?

Would this solve the troubles with the protestant
conversion of England and its weakness to Scotland
and France and thus have England very very strong by
1600?

Do you suggest i do this? If so, How is it done?

You could go into the monarchs file for England and change their statistics. But the cause of the problem with England lies elsewhere...

And Henry VIII and esp Elizabeth already are top monarchs in the game.
