I think this is already the case and employment level dictates infra usage and production.

For sure production. Usage with auto downgrade buildings level when not at full employment, it has the same effect as dynamic infra.
I just checked to make extra sure that that is not the case. A level 1 factory with 150 people and one with 5000 both use 2 infra each.

What I'm saying is based on the people employed, not level. Since an empty level 10 railway gives 0 infra while an empty lvl 10 factory still uses 20 infra. What happens after the game destroys 10 levels don't amount to much since the system already break right at start, lvl 1. Because when not subsidized, a railway will be stuck at unprofitability forever if it's not fed by the POP demand from the get go. Easy to witness in any low population province without a decent size of wealthy POPs.
