You do know that the Norse-culture tag is broken ? Meaning that you can't make unique names for this culture-tag. It will always use the names from the Norwegian-culture tag.
To change the culture of provinces, go to C:\....\Crusader Kings\scenarios
Open the 1066_scenario_provinces.inc file with Wordpad or Notepad and search and replace (ctrl+H) all entries of Swedish and Danish with Norwegian.
I'm not worried about the names of the character's. I like seeing Norse as culture for the north.
There was a Mod that did that, I think.BTW, I actually found a Norse culture female in DVIP. Parents were both Russian. I thought there might be a "lost" Norse prov out there...

Why not just rename a working tag to 'norse' then?
As for a 'norse' char in DVIP -- where? Because the tag is broken, I don't use it anywhere. The only norse character that will exist is the leader of REBE, and that's only in savegames.

I lost that game and saved another on top of it. (I role-play and usually lose...)
I was looking for a Norman culture bride via the log and spotted the Norse lass. I checked out her linage and both parents were Russian. No titles or claims. I figured she was born in a Norse prov. Maybe?
She's what made me think about the Norse culture. But strange things do happen in CKDVIP. It's all good as long as I don't crash.
Edit: not that I get alot of crashes. Only when I run at X Fast.
