Well, my apologies for the necro of this thread, but I have a possible issue. I don't see a difference between fullScreen=yes and fullScreen=no. Is there something else I'm missing to get windowed mode?

Did you check that you edited the correct settings file? See the sticky in the tech support forum on "Windows Compatibility Files".
