How to press a claim?

My master-at-laws generated a strong claim on my opm neighbour (I'm in Ibben) but I cannot press this claim, as the game tells me I do not have a valid CB.

Is this WAD? If not, I can provide screenshots...

I ran into problems trying to press Dany's claim on Meereen after she headed west to join Aegon VI. But, that was because of gender laws.
