As I sit here busily developing Prague and the rest of my Bohemian countryside, I have begun to yearn for the sea and I thought to myself, Brandenburg looks to have some scenic beaches, I would love to have them as mine. I am quite unprepared to declare war upon my neighbor without a casus belli as I value the good relations that I have promoted all over Europe, as well as the happy stable citizens of my fair land who might question the need for an unprovoked war simply because their leader wants to have a palace overlooking the water. So my fellow rulers, despots and monarchs, can anyone kindly tell me how to 'manufacture' a casus belli. I have already sent letters of warning and insult, and I even claimed the throne by ancestry, and I know that the Brandenburgers are itching for a fight (judging from the -200 diplomacy rating), but they are too cowardly to commence one. If I do decide to declare war on them without proper cause, how much of a hit will I take in stability and diplomatically?

That's bad

Hard to provoke a CB. The best way is to have a COT and to ban Brandenbourg from trade but I have never seen a COT in Bohemia.

You can wait for a hypothetical randome vent that will give you a CB (diplomat insulted).

Or Attack. I hope you have no RM with Brandenbourg. You'll lose two or three in stability. Check your alliance and his before doing so to watch who might intervene in your little discussion.

As your relation to Brandenbourg cannot fall much lower :D, the diplomatic effect will come more from the annexation of Brandenburgan provinces (or worse the whole country). If you fully annex it, all country of their religion will drop 100 in relation and you'll begin the dark path of a Bad Boy...
 
So if I annex the country I take a 100 point diplomatic hit, but what if I just take one or two provinces? Also what impact will my declaration of war have on stability if it comes without a casus belli? also can one of the provinces I propose to annex be his capital? If this occurs, does he simply move it elsewhere?
 
No the best way is this... :)

Look up Brandenburgs diplomatic relations. Check which country she has got CB's (preferable permanent) and then ally with this country or these countries. Now sit back and wait, because sooner or later these two will clash and when they to the Glorious Kingdom of Böhmen will walk in and 'liberate' the bradenburgian peasentry from its tyrant ruler. :) And the good song is that they is very little badboy value increase from taking territory in a war you did not start. :)

Thanks everyone for the info and suggestions, and Greven, you are so incredibly devious and manipulative, you can be my foreign minister anytime you want. Just stay away from the palace and the king's guard or I am afraid I might find myself exiled and out of power!
 
Greven you are so devious! The Papal AAR just fits you to a tee! There are bad boys and there are naughty boys. Naughty boys don't get caught!
 
Trade embargo

If you ban foreign traders from your CoT you dont get casus belli - you only get (-1) stability and they get the casus belli. So you dont ban - you put 5-6 traders in their CoT and you are banned plus a nice casus belli:)

If you take this strategy, just be careful that your ally that was DOWed upon doesn't make peace with Brandenburg. Since they'd be the alliance leader in this war, that peace would apply to you too and thus you could get shafted even if you've already conquered a province. Probably best to take one province as soon as Brandenburg offers it and then they'll have a casus belli against you that should lead to future wars.
