Problem with center of Trade:

Another major country is refusing my trade, but I can't find how to do the same to him, so he is benifiting from my trade center while I can't gain a thing form his. can I refuse trade,

Yes, you can. You have to have trade level 4 though. Just send a diplomat to the appropriate country and in diplomatic screen is an option; "refuse trade".
Remeber, you will lose 1 stabillity point, 1 ducat of trade research per month and you will give the other country a casus belli against you.
 
Refusing trade is not always as advantageous as it might seem at first. Apart from the normal costs involved (stability loss, give CB to other country, deduction from trade investment) there is also a change in the venues to which trade goes. Even if the trade embargo is the random event (i.e. no penalties) you will still see the trade value decrease as other countries provinces move to their own or more favourable trading venues.

If it bothers you so much, DoW and conquer his CoT .. problem solved.

Of course, if you're Nubia, and Japan is blocking your trade ... that might not be so easy.
