Just installed this game with all the DLC. Im trying to follow some of the fixes for the game not launching in this forum but i cant find the setting to change display mode in the Paradox Launcher. Im starting the game from Steam using the "Play" button and the "Play Europa Universalis 4" option.
Below is what my launcher and the settings look like:

Is this not what the launcher is supposed to look like or am I just blind?
 
Under "All installed mods" ought to be a "Game settings" option. I cannot explain why it is not there for you, I've never seen that before.

Please attach here your Documents/Paradox Interactive/EU4/settings.txt and pdx_settings.txt files.
 
Are you sure of that? At least the second one ought to be, as it is created by the launcher when it runs.

And does the game start from there or not? What if you run eu4.exe directly?
 
What do you see when you run eu4.exe directly, anything happen at all?

Our similar game Crusader Kings 2 is free to play on Steam now - does it have the same problem or works okay?

What antivirus app do you use? Some need extra steps.
 
I see, so we have a Windows or AV problem here most likely.

And run the x86 and x64 installers there.

Then run this Windows repair tool:

If that doesn't help, DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.


Then install and run the free utility Speccy. Sent its output to a text file and attach that here, thanks.
 
I see you've had some bluescreens (BSoD) which always indicate driver or hardware faults. Plus at least one LiveKernelEvent which happens when the machine is forcibly downed or rebooted. Are you seeing those yourself? Next time you get a BSoD record the text on the screen, which can give a clue to the nature of the problem.

So I fear you have larger problems then just this game not working! In your position I'd start with a Windows Reset, or even a clean wipe and reinstall.
