How to make a translation-mod for any mod?

What i do:
1) create new mod (folder)
2) create "localisation" folder
3) copy "<mod_name>_l_english.yml" file
4) edit name to "<mod_name>_l_<lang>.yml" file (where <lang> means "russian", "french", "german" and so on)
5) edit first line in file "l_english:" to "l_<lang>:"
6) make changes in translation...
7) upload & use

But mod still in english. What must i do to really translate any mod?

I just tried the solution as you described it (except I did create the new translation mod through the stallaris launchers mod tools button).
It worked like a charm. Anyway how I named the mod or the translation file. The placeholders have been translated accordingly. Used language was german.
