Updated info for 2024 playing as Rome or others for that matter.
First you need to go to Military Traditions and find "Greek Kingdom Traditions". Mouse over it and it will show you the requirements, eventhough they are not perfectly clear as to what you do.
Now this is how I unlocked it so that I could start training in it:
What you need to do is get a "Hellenistic Culture" of at least 135 pops to become an "Intergrated Culture" in Rome. Anyone of these listed here. They should show as a purple icon
to the left of their names. I used "Siceliote Culture" as I got them from taking over Southern Italy in my play through.
Now once you have one of the Cultures Intergrated of at least 135 pops, you go to the Culture tab and under this specific culture you select the "Decisions" button. This will bring up a list of "Cultral Decisions" and the one you need to select is "Study Greek Ways of War".
Once you have completed these 2 tasks, the "Greek Kingdom Traditions" should now be unlocked. The Octere ships unlock at 3rd down middle column, and the Mega-Polyreme ships unlock just below the Octere.
Once you have these unlocked, you can build the ships in any city port that is Level 5 (5 ports built in 1 city).
I hope this was of help as I know I could not find specifics on just how to do this. Keep in mind there is probably other "Military Traditions" that unlock these Ships, but the way you unlock that Military Tradition should look about the same as here, just different cultures.
