How would I go about making a mod that makes all countries releasable?

I like to make custom scenarios, as I'm sure many other people do too, but being unable to release a lot of countries limits that. How would I go about making a mod that makes all countries releasable?

It's fairly straightforward, you just need to add the script for all countries to have their release parameters.

The wiki page on country modding explains the basics. Unfortunately, you will have to create an entry for each country, as there is no other way to set a country as releasable.
