Is it better to have the HQ alone without any other divisions or to combine with divisions?

How would one compose the 8th Army in 1942 (playing as UK, more Historically ) led by Montgomery? Should Montgomery be only HQ or couple of Tanks and mech instead? As Field Marshall Harold Alexander was the highest command in North Africa during the campaign, he should defintetely be a HQ.

My personal preference is to keep HQs by themselves. This way I can quickly move them around the battlefield where they are needed. You do have to be careful to use synch arrival, or on an unopposed advance, keep them behind the combat troops, or the HQs will get hit. Also, the AI likes to attack them from the air, but I've never had a big problem with that. Others like to keep the HQs combined with other divisions. That is valid, but with so few HQs (I generally only build 6) I want to move them rapidly to where they are needed.

As for the 8th Army - I would put Monty in charge of the HQ. That is because, although the HQ level is definitely abstracted, it definitely makes more sense at the operational level, and Alexander was more a theater commander and less in charge of operational formations.

Yes, keep them alone. But if you fear massive attacks or bombing on them, attach hem with infantry/tanks/mot -(HQ I is very slow, while other are faster than tank).

HQ-AA alone for me.
Also MTN- Eng (especially for MTN-I)
sometimes INF- Art
and mostly TD (and a bit SPArt?) on the mobile units.
anything else is not really worth it.
