HRE invite for vassals no longer works

Description​

As the overlord of a small nation, I cannot invite that nation into the HRE due to them not wanting to submit to the emperor - which they have already submitted to, me.

Steps to reproduce​

1. Be the HRE emperor
2. Have a small vassals below the dev limit and connected to the HRE
3. Check the invite button
=> Tells you they won't submit to the emperor
=> Makes no sense, since they already did submit to the emperor aka their overlord
=> Image attached, I did check with and without font mod

I dug around a bit, it seems connected to Italian provinces after the Shadow Empire concluded:

- I reigned the Italians in
- Years, hell even decades or hundreds of years later, I release nations and make them my vassals
- While they are now my vassals, their got the modifier AS IF they left the empire during the Shadow Empire event and thus do not join
- Of course they did not leave, they did not even exist at that time
- I had the same issue with Ragusa, which was not part of the Empire during that time either

I double checked it - Reigning in the Italians is what adds this modifier.

You can check it easily via console commands:
- Set year to 1460 to start the event chain
- Set opinion of the Italian states in the HRE to 200
- Get Istrien via console commands, release its vassal Dalmatia
=> They will join the Empire, having no such negative modifier
- Wait for the Imperial Incident to finish, rein the Italians in
- Check on Dalmatia again or if Dalmatia joined on their own, take another Venice province and make it a vassal
=> They now have the modifier that they will never submit

Attached my example from my test.

1. Imperial incidents ends: emperor_trying_to_avert_shadow_kingdom=1461.3.1
2. This event somehow gets triggered, although no Italian nation left: italians_leave_hre=1461.3.1
3. Clicked the decision to reign in Italy: shadow_kingdom_averted=1461.3.1

If I delete the italians_leave_hre part, I can invite my vassals to the HRE - especially those that did not exist at that time like Aquilea. I don't think the modifier should get triggered in case the shadow kingdom was averted
