HRE question

I have almost never bothered with HRE in EU II/FtG, preferring to play countries located elsewhere, but here's a question I have.

Does the emperor have military access through the all of the provinces of countries which have land in the HRE, or just those that are situated in the HRE itself? I just realized that despite years of playing, I never bothered to ask myself this question.

Emperor's units can (I'm almost sure) go only through provinces in HRE. Once I was playing Poland, Austria (I don't know why) had some troops in one of Silesian provinces - owned by me yet part of HRE as well.

Also Emperor has bonus cash and/or manpower/support IIRC. Dunno right now, but you can check that somewhere in game for sure.
