All of the Paradox Games bring their own pluses and minuses to the table. Which one do you think offers up the greatest ratio of interesting strategic decisions per minute/hour/whatever time unit?
 
It depends. What do you want?
Full out war? HoI
Socio-economics and industralization? Victoria
Colonialism and Religious wars? EU
Characters and intrigue and care for "you" rather than "your country"? CK
Space snails? Stellaris

EUIV probably. You're constantly making important decisions that can impact you for the rest of the game. Stellaris is also up there. CK2 is fun but IMO it's not really a strategy game. HoI is too easy. Victoria II plays itself and you're basically watching the results.
 
Hearts of Iron 3, EU4, or CK2. It depends on your playstyle really. If you're going for world conquest in any of them, you've got to pay attention to everything thats happening around you. If you're going for a more slow role-play type of playstyle, then you can sit back and relax most of the time.
 
Since the "per time unit" part seems to be the important one here: Eu4 in one of the small nation arenas. South/middle america, probably japan, to some extend the HRE. Maybe some more, haven't tried africa or india yet myself. You have to remember to quit once you cleared the arena though.
 
I would say ck because you play as a person and can have more variety in play you can be an amazing general a man devoted to religion or a baby murdering tyrant in the space of 3-4 hours
 
I think that all pdx games are rather mechanical once you know what you are doing. However it is true that different games bring different experiences and even depending on the start different levels of though and strategy. I wouldrrank Hoi4 as the one with lesshhard decisions to make, regardless of the start, as I findwwatching the grass growth more interesting than playing at speed 5 to let the Ai suicide against your line. Somewhere around there is playing as either the ming or the ottomans in Eu4, thatiis basically cakewalk mode. Way above I would place stellaris,Eu4 and a normal ck2 game. You need to make decisions, but you will be usually playing at high speeds and roll with it. On the higher amount of decisions I would say getting a hard start on stellaris or playing with oneo of the most challenging starts in Eu4. Vic 2 depends on how involve you get with it: it can either be non demanding if playing USA+laissez faire or very micro demanding if going Russia+PE .AAlthough the king I would say is Hoi3 , the amount of interactions you need to make is way above the others
