Perhaps all of this is because there are not as many IR players as other products.
I bought some IR activation codes through the local STEAM store and gave them to you:
ALBN8-EE5P3-3XE0Y
4ERHV-P32XW-V8WD2
GFEGX-X42K4-00XBM
V5HQV-HBP4V-VXWHN
These codes can only be used once, first come first served.May be updated from time to time.
Although this behavior is very weak, but hope to attract more people's attention, especially developers.

If anything this is very generous. I think the best way to have the biggest impact on keeping this game alive is through its modding community.

I've bought 10 copies for steam friends who had it on their wish list or who I think would appreciate the game.

I emailed Paradox letting them know I'd be more generous if they re-open development.

I also bought 1000 shares of PDX.ST (the .ST means stockholm exchange) so I can get their annual reports and the like.

And yeah, being publicly traded makes them a different beast than in 2002.

You could try to bring up the request for further IR development in the yearly general shareholder assembly ;) AFAIK, at least in Germany that's possible; not sure about Swedish laws here, though.

All credit to the OP who is at least trying to be positive to revive the game. Unlike those morons who think downvoting Paradox & the game will suddenly mean they will start developing it again.

Very nice gesture. Sadly for me, it says it is not available for purchase in my country. Either I'm region locked, or all keys have been used already.
I do hope it's the latter and as such, I thank you on behalf of the ones that got them :)

No difference here. Though you have to make a convincing business case for someone to listen.

Do they accept requests in English at such meetings? I'm woefully unprepared to speak in Swedish.
Wouldn't be a problem, English is like a second language here (even if we Swedes tend to overestimate our proficiency).

I've never heard of minor shareholders influencing a game company's strategy directly but it would certainly be interesting to see an attempt at it.

Great gesture from the OP! Not a single day passes without me thinking what a stupid corporate decision rhis was. And even if they resume development, Arheo, the saviour and main ideologist of this great game will probably not be coming back (according to him). What a pitty!

Part of me wonders if the retirement of the game is due to the developers needing a whole new base code to implement the features and improvements that they want… perhaps a brand new Imperator Rome game is in the pipeline.

Isn't gifting restricted to friends on Steam? The issue with the codes here reminded that a few years agao, when SEGA's Football Manager wasn't officially sold in Germany some Austrian/Swiss users helped out by purchasing keys for German users and giving them away as gift. And then Steam changed the rules to limit this a bit and restricted gifting to friends. Not sure if that applies to all titles, but if that restriction is in place, then it comes on top of any regional restriction.
