I can not buy the expansion pass on steam

Hi there. I own every Victoria 3 DLC except Spheres of Influence so naturally I want to buy the expansion pass to get it cheaper. However steam wont let me buy it and a message appears saying "Your purchase could not be completed because it looks like you already own one of the games you are trying to buy. Please check your account and your cart to verify you are buying an item you do not already own.".

I have nothing else in my cart apart form the expansion pass.
 
Wouldn't this be a question for the Steam store support?
 
Steam won't let you buy items you already have, so you'll need to buy just the DLC I'm afraid!
