I cannot reassign my court imam/allamah

Description​

When I wanted to change my court imam to cater my powerful vassals, I cannot swap them or reassign like what I can do in previous game versions. I knew that the court imam cannot be left empty, hence cannot be fired, but previously they can be swapped with other councillors.

Steps to reproduce​

Open the council tab, then click the change icon on the court imam, at the tab with the list of councillors, the reassign button is not functioning
