Playing as Japan I had a lot of leadership points and got about 15 generals and a few admirals. In a war against the Dutch I was able to appoint generals without a problem. Then I loaned a bunch of divisions to the CSA for a few years. After I regained control I noticed that I could not appoint generals. I can still appoint admirals as I wish.
The Leader screen won't even let me scroll down while I try to appoint a general. It keeps automatically scrolling up when I try to look down the list once I get one face below the ones visible initially.
The auto-assign is NOT on, but if I do turn it on the AI DOES appoint generals for me. The problem is, once I turn it off I can't do squat.
