Did you try fabricating claims? I suspect the CBs the devs gave the Dothraki do not allow them to hold "civilised" land.

Dothraki are still a work in progress, so there is no direct way to conquer beyond the dothraki sea atm. We do plan to add a method for Dothraki conquests at some point.
