I can't start activities

Description​

It says "NOT_ALREADY_PLANNING ACTIVITY" when I hover over the button to start the activity. With debug mode it also says "(BUG:ALREADY_PLANNING_ACTIVITY missing perspective)" I have mods installed (Alert when you can demand conversion, Artifact Claims Nerf, Auto conversion, Auto increase control, Better AI Education, Brighter Portraits Final Version, CK2 Style Colorful Lifestyle Traits, DD - Vassal Buildings Replaceable, Doctor Tweak, Fervour Inversion, Fervour Midpoint Rebalance, Hagia Sofia Enabled for All Christians, Hostile Struggles Re-enable Holy Wars, Improved matrilineal marriage AI, Interaction Icon Project, Less Old Wives, Less Restricted Iberian/Northern Legacies, Less Sinful Priest Scandals, Lowborn Shields, More Babies for Counts and Dukes, More Cultural Names, New Personality Events, Pacification Speeds Conversion, Rename Egalitarian to Cosmopolitan, Rename Tribal Era to Late Antiquity, Restore Carolingian Borders Fix, RICE, Scaling Diplomatic Range, Shieldmaiden Fix, Snowfall Visual Effect, and VIET Events) and it still didn't work when I loaded the save without mods. I switched to a few other characters and still couldn't start activities with some, but not all of them.

Steps to reproduce​

I have no idea. It may have started earlier, but after being released from my liege's prison, I noticed I couldn't start any activities.

Hello there! Thank you for your report. Does this issue also occurs in a new campaign without any mods and debug mode?

I did try starting an observer game and seeing if it happened again, but I just realized it was a decision from a mod that broke it.
