Please try this:

- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
- C:/users/<UserName>/AppData/Local/Paradox Interactive/
- C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- exit the Steam app entirely
- run steam.exe as the Windows Admin user
- run the game from the PLAY button in Steam
OR
- exit the Epic app entirely
- run EpicGamesLauncher.exe as the Windows Admin user
- run the game from the Epic client

IF that doesn't help, in this folder are some .log files:
C:/users/<UserName>/AppData/Local/Paradox Interactive/launcher-v2/
Please attach them here.

Those file locations don't even exist
 
To see the AppData folder you'll need to enable View Hidden Items in File Explorer. Did you do that?

dude app data folder does not exist there is no such thing and i have it installed on a difrent drive

It is part of Windows. If it is really not there, you must have manually deleted it, which will cause all sorts of issues in Windows.

BUT did you enable View Hidden Items in File Explorer?

I have the same problem,can;t update the launcher. Doing this didn't fix it. I'll have attached the files so you can take a look. Thanks!

I've seen this a few times but have no idea what causes it. What launcher version do you see?
 
Same as OP. 2021.8.2 VERSION. I tried to run Hoi IV also. I can check the same procedure with other games, if it makes any different as I have them all installed.
If you use a VPN or mobile phone hotspot to connect this machine to the internet, does that help the problem?
 
No luck with with mobile phone hotspot , but using TunnelBear and choosing Germany ( I am based in Greece ) for VPN did the trick. I am now on 2021.10.1.

The problem is when I start the launcher without the VPN I get this error in the screenshoot. If I use VPN all is good. This is weird as I didn't have any problems prior to 2021.8.1 and I haven't changed anything to my WiFi setting on the PC.

That pretty much has to be a firewall in the way somewhere - whether in Windows, your internet router/modem, or your ISP. A VPN bypasses all those.

If your ISP provided your router/modem, you might contact them to ensure all traffic to and from api.paradox-interactive.com is allowed through, both in that device and in the ISP itself.
